Transportation Request for Congressman Paul D. Tonko

Many constituents are interested in federal "earmarks" and how they work. The responsible application of earmarked funds, federal resources designated for local projects of high public purpose, can have widespread benefits for our state, our communities, and our nation.

The federal appropriations process is lengthy and complicated, involving 12 separate bills. Once earmark requests are reviewed and funded in the legislative process, they are posted on this website and announced by my office to the news media.

For your information, below is a categorized list of the earmarks requested by my office and included in the FY 2010 House appropriations legislation.

Highway

$3,375,000

For State University of New York College of Environmental Science & Forestry (SUNY-ESF) to deploy roadside willow barrier demonstrations in New York roadside locations.

$2,200,000

Upgrade NYS DOT PIN 900925 Cobleskill Pedestrian Walkway Bicycle Path and Route 7 Enhancement from Schoharie Parkway to the New Railroad Bridge with roundabout, concrete sidewalks, drainage, and reconstruction of MacArthur Ave intersection.

To improve and construct sidewalks in the Village of Schoharie, NY.

$192,000

Design, engineering and construction/resurfacing of intersection, pavement and drainage areas to improve safety needs for pedestrian and school children access along Broad and Schermerhorn Streets in the Town of Glenville and the Village of Scotia.

$3,720,000

Schenectady County shall reconstruct 1.6 miles of Maple Avenue, realign 2 sections of road to improve horizontal and vertical curves.  Work includes reconstruction, widening, drainage improvement and signal installation.

Preliminary engineering, right of way acquisition and construction of pedestrian facilities of Hamburg Street and Curry Road in the Town of Rotterdam, County of Schenectady.

Components of the Second St. project will include new sidewalks from South St. to Broad St., curb replacement, grass strips, new street trees and energy efficient period lighting w/ wiring, as well as site preparation in support of the above items.

Design, construct South Rensselaer Port Access overpass of Amtrak High Speed Rail line, eliminating two hazardous at-grade crossings.

To perform improvements which include, but not be limited to, roadway/intersection enhancements, development of a freight railroad spur and bridge replacement.

Designation of “University of Massachusetts-Amherst and Rensselaer Polytechnic Institute” as a University Transportation Center in Section 5505.

I-90 Exit 8 Tech Park Connector – to design, engineer, conduct environmental review and acquire right-of-way between Exit 8 of Interstate 90 and the Rensselaer Technology Park, Global View Drive.

$5,300,000

Project would reconstruct the Washington Avenue from Interstate 90 east to the Rensselaer City line. This funding is needed to complete funding for a larger project that includes replacement of failing sewer and water lines on this section of road.

Preliminary engineering design, right-of-way acquisition and construction, reconstruction, realignment and widening of a portion of NYS Route 4, NYS Route 43, Agway Drive, Best Road, Bloomingrove Drive South.

Construction of Sidewalks and HIghway Drainage Infrastructure within the Village of Palatine Bridge to eliminate unsafe highway drainage conditiosn as well as provide a means of pedestrian egress through the Village to local businesses without walking on the highway shoulder or withing the highway travel way.

The City of Amsterdam requests funding for the completion of the rehabilitation of Bridge Street from the Mohawk River to Florida Avenue, to include the new roadbed, new storm drainage, pavement, sidewalks, historic streetlights, burial of utilities, and amenities.

The funding would be for the project scoping, evaluation of alternate routes, preparing preliminary plans and design reports and cost estimates for the Fonda Bypass Arterial Highway in the Counties of Montgomery and Fulton, New York.

Preliminary engineering and construction of pavement rehabilitation of I-890 between the NYS Thruway exit 25 to Route 337, Campbell Road, Towns of Colonie, Guilderland and Rotterdam and the City of Schenectady, Albany and Schenectady Counties.

Reconstruction of I-90, Northway (Exit 24) to Schenectady (Exit 25), including any associated interchanges, bridge and facility work.

Preliminary engineering, right of way acquisition and reconstruction of Interstate 787 between the NYS Thruway Exit 23 to the South Mall Expressway, Route 912S and connecting sections of US Route 9W in the City of Albany, Albany County,  New York.

This project is for rehabilitation or reconstruction of the Livingston Ave. swing bridge carrying railroad tracks over the Hudson River. It is used extensively by Amtrak as part of the Empire Corridor Service and enables passenger rail service to connect all points north and west of Albany to cross the Hudson river and travel to all locations south (NYC) and east.

Planning, design and construction of roadway embankment, roadway re-alignment of 2.5 miles of town highway and bridge carrying Krumkill Road over the Normanskill, in the town of New Scotland.

Planning, design and construction of replacement decks for the Old Plank Road bridge over Onesquethaw Creek; the Onesquethaw Creek Road Bridge over Onesquethaw Creek; and the Rowe Road Bridge.

The proposed Albany Avenue reconstruction project consists of reconstruction of highway and utilities in the vicinity of Albany Avenue.

Development of a Conceptual Access Modification Proposal (CAMP) study to determine the need and justification for a new interchange on the New York State Thruway Authority (NYSTA) to improve access and imtermodal connectivity between the Selkirk railroad terminal and the NYS Thruway.

This project will complete the replacement of Kaehler Lane Bridge which goes over the Fox Creek.  This bridge was red flagged by Region 1 DOT during a routine bridge inspection and was found to be structurally unsound.

Project will include engineering, design, reconstruction of pavement and drainage systems, traffic calming, water improvements on NY RT 156 in Altamont. Project will begin 200’ from NY Route 156 intersection with NY RT 146 and extend to Altamont.

Reconstruct existing intersection by constructing a modern 2-lane roundabout on the existing right-of-way.  Install curbs, concrete sidewalks, closed drainage systems, and street lighting.

Public Transit

$9,680,000

The City of Amsterdam will build a strategic, multi-modal transportation station located at the center of its downtown on the Mohawk River. This regional transportation asset will contribute to the City of Amsterdam and Montgomery County economy and serve as a gateway to regional locations.

$35,000,000

Replace CDTA Transit buses – Albany, New York. This $35,000,000 request will fund up to fifteen replacement buses each year for five years using hybrid technology.

$15,000,000

This $15,000,000 request will complete the NY5 Bus Rapid Transit project, including stations, roadwork, and pilot high-capacity vehicles.  Key service characteristics of the NY5 BRT on this 17-mile corridor include limited stop operation at 20 (twenty) stations, special branding, priority for transit at traffic signals, and short, dedicated bus lanes at two critical intersections.

To perform detailed engineering and construction of the multi-use path for a distance of 1.4 miles, to the Hudson-Mohawk Bike Trail.

Project would start at Fuller Road at Rensselaer Lake, follow the Patroon Creek, and end at the Mohawk Hudson Bike Path in Albany. Project would construct a 4-meter wide paved path and drainage and installing guide rail, fencing, and signs.

Project would construct a bikeway from Voorheesville through to Albany.  Project includes paving a 10 foot path, improving drainage, installing guide rail, rehabilitating bridges, signs, and constructing parking lots and access ways.

Design and construct a 3rd main track, including wayside signals between existing controlled sidings.

Design and install highway-rail grade crossing improvements to facilitate safe operation of high speed rail service in Rensselaer, Albany, Schenectady, and Montgomery Counties.
