Biden's American Jobs Plan Will Invest in Critical Infrastructure, Create Jobs, Address Climate Change & Grow our Economy

Dear Friends,

This week, President Biden traveled to Pittsburgh to address the nation and lay out a clear and bold vision for America. He announced his American Jobs Plan—a major economic recovery proposal that builds on the progress we made with the American Rescue Plan.

Biden’s American Jobs Plan makes vast—and in many cases long overdue—investments in America’s critical infrastructure including removing lead service lines and fixing our drinking water systems and stretching broadband internet access to millions of new homes and communities. The plan would also be a major boost to America’s manufacturing industries, and includes several commonsense changes that will make our tax code more fair.

And just as importantly, this legislation lays the foundation for America’s national response to the climate crisis. This plan shows that President Biden and his team get it: reducing climate pollution is not just scientifically necessary, it is also an open door for us to spring our economy forward.

Several key investments in the American Jobs Plan include:

  • $621 billion in transportation infrastructure and resilience, including $115 billion to modernize roads, bridges and highways;

  • $111 billion to modernize America’s drinking water systems and protect our children and families by removing 100 percent of lead pipes;

  • $174 billion for electric vehicles;

  • $100 billion to transform the electric grid and support the shift to clean energy;

  • $100 billion to improve and expand high-speed broadband internet across the nation;

  • $213 billion to produce, preserve, and retrofit more than two million affordable and sustainable homes;

  • $52 billion for domestic manufacturing; and

  • $100 billion to upgrade and build public schools.

President Biden’s proposal will put the tools and resources in the hands of the American people to help us rebuild our economy in ways that make us cleaner, more competitive, more resilient and more just. His plan includes many of the priorities we built into our CLEAN Future Act, powerful climate legislation I introduced in the House last month alongside Energy and Commerce Committee Chairman Frank Pallone, Jr. and Energy Subcommittee Chairman Bobby L. Rush. Our legislation would deliver the clean transformation American needs to overcome this existential threat, taking bold steps to achieve net zero greenhouse gas pollution no later than 2050, making overdue investments in the power, transportation, building and industrial sector, and much more.

Both the CLEAN Future Act and American Jobs Plan make key investments that will jumpstart our economy and help our nation take on the threat of climate change. But offering these plans is just the start, and there is still much more work ahead.

Sparking America’s next generation of global economic leadership will start with supporting new technologies, advanced manufacturing, and resilient infrastructure in every community. With these proposals, we are laying the foundation for the most ambitious climate-focused infrastructure legislation our nation has seen. As Chair of the Energy and Commerce Subcommittee on Environment and Climate Change, I am committed to ensuring that we advance legislation that moves us towards America’s brightest future.
