Tonko Joins White House at GlobalFoundries to Cheer $1.5 Billion Semiconductor Investment

Game changing federal funding delivered through CHIPS & Science Act will spur innovation economy, create thousands of jobs for the region

MALTA, NY — Congressman Paul D. Tonko (NY-20) joined Biden Administration officials and other elected leaders today to celebrate a historic $1.5 billion in federal funding awarded to GlobalFoundries to support semiconductor manufacturing. The funding — made possible by the CHIPS and Science Act that Tonko and Democrats advanced — will support significant capacity expansion and a new state-of-the art facility at GlobalFoundries in Malta and create an estimated 1,500 manufacturing jobs and 9,000 construction jobs over the next 10 years.

“This is a historic day for innovation, job creation, and for the future of our Capital Region,” Congressman Tonko said. “I consider myself lucky to represent a region that has time and again proven itself a leader in the semiconductor industry, and this investment will secure that position and create the jobs of tomorrow by the thousands. I’ve been so proud to lead the efforts in the House on chips funding and bolstering our semiconductor ecosystem because I know how important this issue is for national security, economic competitiveness, and job creation. This landmark announcement is the realization of the vision that President Biden and Congressional Democrats put forward in our CHIPS and Science Act and demonstrates how our Investing in America agenda is strengthening our region and nation.”

Tonko pushed for years to enact legislation that would jumpstart American leadership in semiconductor manufacturing. Included in the CHIPS and Science Act was his Microelectronics Research for Energy Innovation (Micro) Act, which drives the nation’s global competitiveness in the field of microelectronics and chip development. Tonko continues leading the charge to bring semiconductor investments directly to the Capital Region, including his campaign to establish a National Semiconductor Technology Center (NSTC)—funded under CHIPS—in New York State. 

The approximately $1.5 billion in proposed CHIPS funding would be split across three projects:

  • Malta, New York – New State of the Art Fab: The construction of a new fab will allow GlobalFoundries to reach a total output of approximately 1 million wafers per year by the end of the decade.
  • Malta, New York – Capacity Expansion for Automotive: This fab includes a strategic agreement with General Motors to secure a dedicated supply of essential semiconductor technologies.
  • Burlington, Vermont – Fab Revitalization: Revitalization of an existing fab facility to commercialize new 200 mm technologies.
