FY2024 Community Project Funding Requests


The House Committee on Appropriations announced that the Committee is accepting Community Project Funding (CPF) requests from Members of the U.S. House of Representatives for Fiscal Year 2024. This is in addition to the standard programmatic and language-based requests. Each Member is limited to no more than 15 Community Project Funding requests across all subcommittees for FY2024. The funding process will be highly selective and there is no guarantee that any of the requested projects will be funded. The FY2024 CPF process has a limited scope and eligible accounts are restricted.

Please note:
  • Congressman Tonko CANNOT accept CPF requests for projects outside of NY-20
  • All projects must meet relevant statutory and administrative criteria for funding through the grant program under which it is submitted
  • A request submitted to Congressman Tonko does NOT guarantee the project will be selected, and the selection of a project for formal submission does NOT guarantee it will be funded by the Appropriations Committee
  • The Committee will NOT provide cost-share waivers and grantees are legally responsible for meeting the non-federal cost share requirements and all other applicable grant criteria

The deadline for submitting project requests to Congressman Tonko was Friday, March 17th, 2023.

Project Name: Better Community Neighborhoods Affordable Housing

Project Description: This project will include the rehabilitation of 26 substandard apartments in a disadvantaged neighborhood, providing 20 units for Low Median Income (LMI) individuals and six affordable units for individuals paying no more than 30 percent of their adjusted income. The project will help increase housing supply and affordability for the local community.

Project Name: Capital District LATINOS -- Community Center Facility Capital Improvement Project

Project Description: This project will establish a multi-purpose community and empowerment center for local residents in a rehabilitated historic building, helping to promote the well-being of underserved populations in the region. The center will include a food bank and workforce development training for community residents. Capital investment will ensure that the space is safe, usable, and handicapped accessible. CDL is not now or has it ever been our intention to provide any direct healthcare, medical/clinical services, or any other such services, to our community. As the name implies, our community center services are about cultural empowerment, community engagement, and development, as a means to improve the condition of those most in need in the Capital District.

Project Name: Crescent Ave. Connector

Project Description: The Project scope entails constructing a one (1) mile long eight-to-ten-foot-wide asphalt path parallel to Crescent Avenue and between Route 9 and Nelson Avenue. The multi-use lane will have lanes for both cyclists and pedestrians. Crescent Avenue is a popular connecting route between the South Side neighborhoods and downtown Saratoga Springs. However, it is primarily a vehicular route. The Project will make the path safer for pedestrians and cyclists. In 2015, Smart Growth America published findings from before/after case studies of 37 large communities across the United States that implemented complete streets projects. The study found that after project implementation, 70% of communities experienced a reduction in pedestrian/vehicle collisions. Some of the communities counted pedestrians, cyclists, and public transit users after project implementation. In addition, 92%, 95%, and 85% of communities that collected pedestrian, bicyclist, and transit rider counts after the project found increases in these respective categories. A greater sense of safety will encourage more people to use carbon-neutral forms of transportation while also ensuring equity in mobility for those that cannot afford cars.

Project Description: This project will include the construction of permanent, low-income housing, including 54 affordable units for women, including survivors of domestic violence, those re-entering the community from incarceration, chronically homeless women, and those with serious mental illness.

Project Name: Moreau Emergency Squad Building Expansion

Project Description: This project would permanently expand the Moreau Emergency Squad’s (MES) capacity to respond to their growing organization and to the growing volume of emergency call requests in the service area. With the upgraded facility, MES will be able to maintain and adequately house its growing fleet of emergency vehicles. The facility will also provide adequate office, training, and sleeping space for a larger corps of paramedics and staff. It will also allow MES to better serve its role as a designated safe haven during disasters, a designated Saratoga County Point of Distribution, vaccine clinic, and as a regional training site for the American Heart Association.

Project Name: Route 2 Multi-Modal Connectivity, Troy, New York, NY-20

Project Description: This project will create a continuous bicycle and pedestrian route along the Congress Street Bridge to connect the cities of Watervliet and Troy. The project will also enhance the existing transit network by improving the existing CDTA route and create a new stop on the east side of the bridge in the City of Troy. The project increases mobility for residents while also creating a sense of place within the two cities. The project includes a shared use path on the Congress Street Bridge, intersection reconfigurations on either side of the bridge, street conversion to trail and waterfront park, and improvements along Ferry Street and Congress Street in Troy. Once implemented, these projects will serve as a catalyst for future projects and support current redevelopment within both communities while creating beneficial economic impacts for the cities. Several areas within the immediate vicinity of these projects, traditionally underserved areas of the community and the region, are prime for redevelopment and are supported by this project's elements. It is also expected that the project will promote tourism and bring people to the municipalities from around the region to enjoy the Hudson River.

Project Name: Schuylerville and Victory Water Main Replacement

Project Description: The Schuylerville Victory joint water district has aging infrastructure in dire need of updates to protect public health and safety. A 2020 study found that 28% of the water mains in the district are between 100 and 120 years old. Much of this aging infrastructure is located in critical areas of the water distribution system. The most critical of these pipes are those generating from the water treatment plant and those connecting to the water tank located in the Village of Victory. Breaks in these mains would severely impact the ability of the water system to serve its customers. This project would replace the most critical lines of the distribution system totaling approximately 4500 linear feet.

Project Description: This project will establish a multi-purpose community center serving an economically disadvantaged community. Located in a food desert, this community has historically had minimal access to critical community needs. The expanded campus at the NY-32 NY-20 downtown intersection will provide gathering and meeting spaces alongside food, wellness, and small-business support services, helping to revitalize and boost economic opportunity in the region.

Project Name: SUNY Schenectady Depot for Mobile Workforce Lab

Project Description: Funds received will offset construction costs of a 86' by 62' garage to house the Mobile Training Labs, equipment, and related vehicles. Two bays at the front and rear of the garage will make it easier to load/unload and store equipment, while at the same time making it safer for the vehicles and Training Labs to enter and exit the garage. This will ensure the security, safety, and accessibility of the Training Labs, vehicles, and equipment which is of paramount importance for the sustainability and efficacy of the entire project. SUNY Schenectady County Community College's Office of Workforce Development & Community Education Division (WFD&CE) has an innovative delivery of workforce development courses directly to Capital Region employers in Advanced Manufacturing with two self-powered, climate-controlled, and Wi-Fi enabled Mobile Training Labs. Training will include disciplines such as: quality control, technical skills, business management, and lean manufacturing for Advanced Manufacturing, and skills and technician training for healthcare. Sessions are delivered in short durations, reducing the time workers are away from their employer's facility. Sector neutral professional development will also be an option for employers. Training sessions range from 4 to 25 hours and the Mobile Training Labs can accommodate up to 12 employees and one instructor for each session. In order to preserve the viability and efficacy of the Training Labs, the college needs to secure funds to build a garage to safely house the labs, trucks, and storage of training equipment. The college is in an urban area where the Labs could face vandalism and theft if not housed properly and protected by security cameras, when not in use. Shielding from the elements will also lengthen the life of the units and protect this large investment. Dedicated and secure space on campus grounds will be essential in extending the life, longevity, and security of the Labs.

Project Name: Town of Coeymans Sewer System Improvements

Project Description: This project is focused on making needed upgrades to the sewer system owned and operated by the Town of Coeymans. The sewage treatment facility is adjacent to the Hudson River in the southeast corner of the Town. During storm events there are high levels of inflow and infiltration in the system. To reduce the inflow and infiltration levels substantial infrastructure improvements are needed. The necessary improvements have been identified through the preparation of an engineering report and include removal and replacement of existing gravity sewer infrastructure, rehabilitation of existing gravity sewer via cured-in-place pipe lining, and replacement of two pump stations.

Project Name: Town of Galway Community Building

Project Description: This project would support the construction of a new community building in the Galway Town Park. The building will provide much-needed bathroom facilities, a kitchen, and an open gathering area. As part of the building project, a drilled well will supply water, a new electrical service will be provided, and an onsite septic system will be constructed. Over the last year the Galway Town Board identified the need to improve the park facilities and address the lack of water, septic, and electricity. These needs have been incorporated into a building that will provide the community with a location to gather for a plethora of activities including youth development and events for the senior population such as Alzheimer’s awareness presentations. In addition, currently the Galway Town Hall is the only community option residents have for refuge in the event of a severe public safety or community emergency. This new community building would provide residents with a much larger and better suited safe place of refuge in the event of a public safety or community emergency.

Project Name: Village of Ravena Drinking Water System Improvements

Project Description: The Village of Ravena drinking water system dates back to the 1890s, with some original components still in service. In recent years, the Village has carried out multiple capital improvement projects targeting aging and/or undersized system components. Despite these projects, there are still areas of the system which are displaying signs of deterioration and are nearing the end of their useful design life. In order to bring the aging system up to modern standards and ensure continued functionality, a comprehensive capital improvements project has been proposed. This project would address deficiencies at the Moxley Street Pump Station, the Village Water Treatment Plant, two finished water storage tanks, and throughout the distribution system. In addition to the rehabilitation and replacement of outdated infrastructure, this project also includes the installation of water meters on all residential water service connections throughout the Village.
