The House Committee on Appropriations announced that the Committee is accepting Community Project Funding (CPF) requests from Members of the U.S. House of Representatives for Fiscal Year 2027. This is in addition to the standard programmatic and language-based requests. Each Member is limited to no more than 20 Community Project Funding requests across all subcommittees for FY2027.
Please note:
- Congressman Tonko CANNOT accept CPF requests for projects outside of NY-20
- All projects must meet relevant statutory and administrative criteria for funding through the grant program under which it is submitted

Project Description: Funding will support the Trinity Alliance of the Capital Region’s Bridges to Transformation Initiative. This initiative integrates three complementary programs— Cognitive Behavioral Interventions (CBI) Jail Transition, Success Map Initiative, and All of Us Youth Action— to reduce recidivism, expand economic mobility, improve quality of life, and strengthen community reintegration across Albany County and the Capital Region. This collaborative model with law enforcement and correctional officers combines evidence-based cognitive-behavioral journaling, workforce and entrepreneurship development, and youth leadership programming led by credible messengers and trained professionals. The Bridges to Transformation Initiative expands work supporting individuals transitioning from incarceration while also investing in youth leadership and workforce development. The funding will support the hiring of key staff, including a full-time CBI Facilitator, responsible for conducting group sessions at the Albany County Jail, and providing coordinated referrals to a Post-Release Case Manager. The funding will also support computer equipment, program supplies, travel and training, uniforms, utilities, victim assistance, and public education. Project Title: Critical High Need Medical Equipment for Schenectady County

Project Description: The funding will be used for critically needed medical equipment in the health care delivery areas of pre-natal care, primary and preventative care, and oral health. The city is designated a Health Professional Shortage Area for both primary care and dental care for Medicaid eligible populations by the federal Health Resources and Services Administration (HRSA). The county plays a significant role in local health care planning efforts, as part of the Schenectady Coalition for a Healthy Community (SCHC). The top health issue identified in the county was Obesity and Diabetes. Schenectady was the only county “not in the top half of NYS counties for their rate of potentially preventable diabetes short-term complications hospitalizations, among adults 18+”. Funding would be used for items such as a non-invasive, handheld imaging device specifically designed for primary care providers to detect diabetic retinopathy, as well as an electrocardiogram, autoclaves, power assisted exam tables and bariatric scales. The Community Health Assessment pointed to some startling statistics in the area of pre-natal care and infant mortality. Among the Capital Region counties, Schenectady County had the lowest County Health Ranking on the “low birth weight” measure, the highest percentage in the region for births with late or no prenatal care, and the highest rate of infant mortality in the Capital Region. The funding request includes medical equipment to help health and pre-natal care such as a colposcope instrument for detecting pre-cancerous and cancerous cells, ultrasound machines, fetal monitors, and ultrasonic sterilizers. It is also recognized that oral health can be linked to conditions such as Endocarditis and cardiovascular disease, pregnancy and birth complications, as well as pneumonia and other respiratory diseases.
